First question: I soaked parsley seeds but let them dry out accidentally. Re-wetted and planted out directly on Monday. Chances of success?

From my understanding (limited) not much. Its not the drying out
that would be the problem (that is to speed up germination), but
sowing out of doors straight off. Parsley needs warmth and March
has been cold
I'd say you still have a chance of germination. Parsley takes
ages to germinate, so as long as the seeds hadn't sprouted before
drying out you might be in luck. But they do need to be indoors in
a seed tray until there are 2 true leaves before planting out. Keep
us posted, nature has a way of surprising us against all odds!
Of everything that was planted two weeks ago, only the stir fry
mix is poking its head out through the clay. I'll keep monitoring.
Looks like cats have been walking on beds. Must put down some
nets.
I put loads of short sticks in the new beds to keep cats off. We
have clay soil too ... hard for seeds to emerge through so I
normally scatter seeds on raked tilth then cover with a thin layer
of potting compost. Its also darker in colour and so heats up
nicely when the sun shines whereas clay is cold. Potting compost
also marks clearly the lines of planting (for weeding
purposes).

Interesting. The stuff that is growing so far is in the only area I covered with potting compost. I'll keep doing that now for everything else.
